You might also take a look at http://www.dplan.org/. This online
disaster planning template was prepared by the Northeast Document
Conservation Center and the Massachusetts Board of Library
Commissioners. Although it appears to be geared primarily towards
libraries, it should also be applicable to government records management
programs.
