In my former agency, Engineering Audit (an internal unit that verified contract compliance) audited EVERY contract. 

The hitch was the Contracts unit paid no attention to the Engineering Audit's needs, and would readily tell you to destroy the records, as the contract had been closed (using the Contracts unit's term).

And since the Engineering Audit was perennially understaffed, it took decades--not years--to audit some contracts.

An interesting, and eye-opening, situation.
