Good question!

I do consider them different, but I hadn't given the matter much thought
until reading the question.  Let me see if I can clarify why I think
they're different.  The first thing that occurs to me is to draw an
analogy to the difference between accounting and bookkeeping:
accountants establish the rules and systems -- and accept responsibility
for attesting to the financial condition of the entity -- while
bookkeepers perform the entries according to those principles.  Wouldn't
the same be true for records management versus recordkeeping?  Records
managers establish the rules/procedures that an entity operates to,
while a recordkeeper follows those rules.  It's the records manager who
reports on the health (or otherwise) of the entity's records, and who is
called as an expert witness during litigation.  Recordkeepers -- unless
they deliberately violate a rule/procedure -- wouldn't be questioned on
how the entity managed their information.

That's what's running through my mind, anyway.
