Here's another perspective on the difference between corporate and government RM.  I used to work for our state's second largest county, with over 900 employees.  Now I work with city and county governments throughout the state.  About 40 percent of our municipalities don't even have that many residents!  They are like small businesses with only a handful of staff, but they still are supposed to follow our retention policies, including keeping some records, often electronic, permanently.  The clerk, often with one part-time assistant, has to learn RM along with all his or her other duties.  
Most of the corporate RM's are in medium-size to large businesses; I would guess that few on the Listserv work for small businesses with less than a dozen employees.  There's a difference in available resources, both financial and manpower.
