For my clarification:
Vital - records specifically identified as such, on a retention schedule, by empowered authorities.
vital - not on the retention schedule, but deemed as such by a non-empowered authority.
And my reply:
If it's Vital and on the retention schedule, dispose as fit, eg. retain for required period.
If it's Vital, and not on the retention schedule, revisit the retention schedule.
If it's vital, find out who deemed it such, and revisit the retention schedule.

Here is a question that I hope spurs interesting debate. Should records that are deemed vital be exempt from destruction, regardless of what the disposition instructions or retention schedules indicate?
