I don't think so.  Some records are vital only for a short period of time (accounts receivable records, for example), and those that will always be considered vital (company charter / by-laws, for example), will probably already have a long-term retention period for operational or historical purposes.   I guess I'm having a hard time thinking of a record series where the retention period would run out prior to its vital nature ending.
