No.  A 'vital' designation does not mean a permanent retention.
"Vitalness" has to do with staying in or being back in business
following a disastrous event.  Most vital records are "vital" only while
the data/content is current.  For example, payroll information from last
week or this week may be vital - you need to pay your employees to be in
business (continuity).  Payroll records from 6 years ago (especially
with a 5 year retention) are of no value for continuity purposes.
Violating your own RM policy by keeping records past their retention
only gets you in trouble.  8-)  In addition - the cost of protecting all
those records that have expired retentions can get prohibitive.
