Yes, except, that the stages don't always follow that order. Instead,
Denial
Bargaining
Acceptance
Denial -- there's no funding this year
Bargaining -- it will only cost $XM to do Y, and it'll get us partway
there
Depression
Acceptance -- well, maybe ...
Etc.

I have noticed that people and organizations sometimes go through a
process similar to the Stages of Grief.
Denial - We will keep doing the same thing we have always done. This
does not apply to us.
Anger - It's not fair! NO. NO. NO. I refuse to allocate resources to
this project.
Bargaining - Can we do something different that does not require me
to change? Can this wait until I retire/next year's budget? Can we make
records management into a profit center?
Depression - Why bother? We will get hit with spoliation sanctions
no matter what we do.
Acceptance - OK I finally get it. You are approved for that $50
million records management budget.
Has anyone had a similar experience?
