Some may call into question the source of the report, or think they may have
an axe to grind with someone, but the content is staggeringly accurate.

There are also numerous GAO reports on IT and IM written on a number of
Federal Agencies highlighting the deplorable state of electronic format
record keeping practices that have been issued in the past 5 years, all of
which point to the same core problem and concerns.

THERE ARE NO ENFORCED POLICIES; THERE IS INSUFFICIENT FUNDING TO IMPLEMENT
PRACTICES OR SYSTEMS.

So, like I've said time and again, allowing this group of individuals to
make the decisions that "we need to deploy electronic health care records"
systems makes NO SENSE at all.

MILLIONS of dollars are being spent by NARA (and LockMart) to develop an ERA
(Electronic Records Archive) that is intended to house the 2% of records
generated by Federal Agencies that are defined as permanent and are required
to be transferred by Agencies to NARA for persistent recordkeeping.  

Problem is, the same Agencies haven't got any practices or processes in
place to ensure they can properly manage the records that the 32% will
ultimately be culled from when they meet the timetable for transfer.
