I used to use a variation of this to help clients organize their files
25 years ago. Create an index card for each folder; classify it
according to subject and function, sub-function, etc. (primary,
secondary, tertiary, quaternary), arrange the cards for logical sequence
for classified subject filing and reference; then re-arrange the actual
files to match the index cards. That was back in the ancient days of
paper records; you remember that inefficient, expensive, old-fashioned
media. However, the methodology can be used for organizing any
commodity or asset. The "cards" can be virtual or electronic too; they
do not have to be paper index cards.

I found an article that one of my co-workers printed off for us (I'm
sure she
put it on our network drive too...but I remembered having a paper copy,
lol!)
