Just because a department is closed does not mean that the record no
longer holds a retention value.  Although a department may be designated
as the official custodian of a record, the record, in almost all cases,
is owned by the institution.  Before the record is disposed of, the
official custodian (individual making those decisions) should sit down
with other in the institution to determine who the new custodian should
be, especially if the record's retention value and/operational need has
not expired.

If a university department closes, what records should be kept - is it
just the records marked archival on their retention schedule?
