Although the City (of Alexandria, VA) dates back to colonial times, the 
Archives and Records Center building which also now houses the City's print 
shop was opened as an incinerator back in 1954, if I remember correctly. 
The archives contains a picture of the incinerator building back on opening 
day.  The archives section is only perhaps a couple thousand cf, the records 
center, back when I left in 1998 had a capacity of over 10,000 cf and had 
room to grow.  Don't think that would fit in a root cellar.  The City's 
library system has a special collections branch that is located in the "Old 
Town" area of the city and is in a historic house.  The Archives and Records 
Center is administered by the Office of Historic Alexandria which also runs 
museums, the Torpedo Factory Arts Center (in an old torpedo factory) and the 
City's Archeology program.  My replacement there is also a list member 
(hence the PS on my original message)

Spent some time on a project in Danbury last year so I flew in and out of 
Hartford on a regular basis.  Went to a couple of Connecticut Chapter ARMA 
meetings, but never spent and real time in Hartford.
