How do you ensure that employees are complying with the records 
management program and retaining records for the proper retention
periods?  
Do you know of an effective enforcement or audit method for confirming 
compliance with record retention programs, and if so can you share your 
method(s)?

One way I know would work is to have a records management system which
employees would have to sign out records and also they would have a
records management officer to ensure that records are returned and the
retention is followed. You can also send out periodic memos educating
the employees the importance of good records management and what can be
the result if the entire agency does not follow it.
