I did some research on this several years ago - and if I remember correctly video tape start to degrade after the fourth recording cycle - so we schedule security tapes (this was for a special collections library) as follows:
Security Video Tapes.
Tapes from security video in the Manuscripts Reading Room.
Disposition Instructions:
a. Destroy in office tapes involved in any litigation, claim, audit, or other official action, after completion of
action and resolution of issues involved.
b. Reuse tapes with less than three recording cycles after 6 months.
c. Destroy tapes after three recording cycles.
So in essence we were keeping 6 months worth - unless there was an incident - and only recording over them twice after the initial use.

Yes, for those of you who asked, i am still alive. For those of you who didn't ask, well....
I am currently working on surveillance tapes and to determine retention. I am concerned about the folks that keep reusing the tapes. I would like to know the rate of degradation on tapes that are continually reused. Any other input would be appreciated other than to day we should be using digital.
