It all depends on the organization.  The important place to have them identified is the Vital Records Schedule which also shows other information about the record necessary for restoration or salvage requirements.  There is a good example of a Vital Records Schedule in ANSI/ARMA 5 "Vital Records Programs: Identifying, Managing, and Recovering Business-Critical Records" obtainable through the ARMA bookstore.

How vital is it to identify "vital records" on Records Retention & Destruction 
Schedules? What are some of the pitfalls? I work for a private organization 
and the Compliance Officier/Attorney is debating the necessity of identifying 
them on the schedules. Please advise.
