An article in Wikipedia suggests provides an explanation for the origin of the college requirement eligibility. See the following reference under the history section http://en.wikipedia.org/wiki/Institute_of_Certified_Records_Managers
The college requirement appears to be based on the US civil service standards in existence at the time the group was organized in the early 1970's.

Over my RIM lifetime I have had a number of managers, only one of which truly understood what was involved in my job. In various discussions revolving around training and education, one question seems to be raised
by all ? and it is one that I cannot answer. I am therefore seeking your
advice.
Accepting the fact that one cannot obtain a college/university degree in RIM in North America, why would a degree in any other field hold more weight than actual RIM work experience when attempting to acquire a CRM designation?
