One problem with trying to restrict the use of network shares is that there are a lot of things people do on shares that they cannot do in an EDRMs. You may have to give them a place to do these things or you will never get a handle on getting them to put the good stuff in the system.  This is what they may be doing:
-Work on preliminary drafts that aren't ready for sharing
-Temporarily Backup files or folders
-Develop software code
-Distribute software
-Set up websites
-Store executables
-Store databases
-Store media
-Archive
-Temp archive for compressing and emailing an attachment
-Storing renditions (PDFs)
-Archive PSTs and emails
-Drop box
It can work to set up the shares the same way some people do email inboxes.  Things can reside there for 90 days.  If it is important to keep, it can be moved to a repository or dedicated environment for that file type.  The good news is that once you account for the eTrash and the files above, you have a lot fewer files to worry about.
There are several crawling products (ICM tools such as Kazeon, StoredIQ, Etc) which help categorize all of the above as well as individual retention categories for all the legacy data on shares.
