Formal requirements matrices, including DoD 5015 and to lesser extent MoReq2
and the ICA synthesis, are covered by the AIIM courses as part of the
Specialist certificate program which the original poster has not completed
yet. They are also presented with the usual (and so far unstated) caveat
that they are meant to be used: 
- In the specific context of the organizations they are designed for - in
the case of DoD 5015, US Federal government agencies
- As good starting points to begin a requirements analysis
- NOT as the end of the requirements discussion. There are other
requirements to be considered unique to the organization and its regulatory
environment. There is prioritization to be done. There may be additional
requirements for integration into specific line of business or enterprise
applications. And while all of the listed standards/guidelines/etc. have
been updated relatively recently, technologies and business practices
continue to evolve and change so organizations should take that into account
as well.
