An interesting report.
I know you are an advocate of this technology but as a RIM professional I
really struggle with this. Although the report states that government is
moving towards this as a cost savings measure, it doesn't make sense to me
from a security standpoint. Although vendors will move towards making
their solution more secure, they have a long way to go. Also, ownership
of these records continues to be an issue.
The report states that over 60% of IT professionals who were surveyed are
in favor of cloud computing as a technology that they are looking to
implement. This technology seems to be driven by IT users looking to cut
costs.
On page 50 under "Ten predictions for the cloud-enabled future of
government" it states and I quote it "There will be two to three incidents
a year world wide with potentially massive security breaches, involving
much media attention and attendant calls for greater regulation and
oversight of cloud providers." I find this appalling.
As records professionals, the cloud seems to disregard some of the GARP
principles just recently released by ARMA. For instance the "Principle of
Protection" which states: A recordkeeping program shall be constructed to
ensure a reasonable level of protection to records and information that
private confidential, privileged, secret, or essential to business
continuity" Also GARP states under the "Principle of Availability": An
organization shall maintain records in a manner that ensures timely,
efficient and accurate retrieval of needed information. If your records
are in jeopardy of being lost, destroyed or not easily accessed and recent
cases support these thoughts, then cloud computing should not be on the
radar screen for RIM professionals.
Until the cloud has proven security and access practices in place,
government should not be considering this as the report suggests. I
recently read where the City of Los Angeles council were asked to approve
the use of this technology....many struggled with it. Frankly, I can't see
this new technology. Am I missing something or barking up the wrong tree?
I would appreciate the lists' thoughts on this.
