There was a session at the ARMA Conference in Orlando titled "Next-Generation IT Systems and Their Impact on RM" which addressed the very issue Ginny mentions .  In addition, the presenter discussed the fact that clouds can move to other states where the business environment is more beneficial to the owner of the cloud (i.e., Windows' Azure cloud) but not to the entities using the cloud .  He stated that the legal and regulatory encironment lags behind the technology . 



All of these are concerns RM practitioners lose sleep over when IT promotes new technologies.

<snip> Depends on who you mean by "cloud operator."  According to several links posted recently, the cloud operators utilize storage space held by others - similar to an electric power sharing grid.  For example, Google may sub to Amazon during off-peak usage times for Amazon servers, and then Amazon may have to sub to whoever when their peak server usage time hits. This interaction is transparent to the user, i.e. the user has no idea where their data actual resides at any given time and how many copies of the data resides where at any given time.
