From the article: "According to a statement by Health Net, the information on the drive was saved in an image format that cannot be read without special software."
Now I suppose that's possible, and if true you wouldn't want the people who now have the hard drive to know the format and program needed to open the documents. However, the statement is pretty vague. Under this criteria it could mean a .pdf file that needs Adobe Acrobat or Reader to open it. And considering the data was not encrypted.... Ouch.
