Agree with John,
 
Check the retention first,
I remember that at one time it was difficult to explain to my bosses that it does not make sense to keep additional years the files with requests to change  curtains on the windows, especially when organization changed the location twice (7 stores building).
 
Also, the imaging or microfilming the files with long retention period but without update after the "records" was printed or filled up, will reduce the space and using the current technology increase accessibility to the records.
 
Check the rules of packing the box, how much empty space is allowed - 1 inch  per 1 feet box, or may be 2, or may be... "half box now and the rest we fill in later".
Binders - are they full, or may be it make sense to hire student and to transfer  2-3 pages that are the binder into usual file folder - I'm not surprise that you can easily reduce the space for these records for 50 %,  ( merging-purging).
