A little further review of this docket indicates it isn't the original Quon
v ARCH that's being reviewed, but the second part, Quon v City of Ontario.

The challenges are similar to what were stated though:

1) Reasonable expectation of privacy in a Public setting, regardless of a
stated policy
2) Informal statements from a superior to the contrary
3) Violation of 4th Amendment rights, failure to use less obtrusive methods

The additional issue is if the SENDER had any rights of privacy violated by
their incoming messages reviewed.
