It will be interesting to find out if this decision is based on the text of
Copyright Law in France, because if I'm not mistaken they don't have a "Fair
Use Policy" related to print based publications in France.
I know this whole issue is pretty twisted and thorny (akin to kudzu) here in
the US
.
-the difference between publications with an active copyright and out of
print publications where the copyright has lapsed
-the publication of excerpts or abstracts as opposed to complete works
-previous editions versus current editions of textbooks and other reference
texts
and more...
What this might signal is the issuance of additional challenges from other
countries against Google's efforts to make more content available to more
people as a part of their desire to control all of the World's information
