Hi Barrett,
I think your approach is very logical.
It is good if the first two digit will stay for department not only originated, but for activity as well
HR -Human Resources, as you said.
GA / CA for general administration / corporate administration
FS - financial services....
Next four digits probably should represent the year of approval, renewal, amendment.
Next 2, or 3, or may be more digits, will stay for number of policy in current year.
It is possible, that you will decide additional digits that will reflect the number of policies inside the department:
HR - 2010-001-37
HR Policy regarding statutory holidays for year 2010, that inside the HR has actual number 37.
001 because HR was lucky to put it as first item on agenda
37 - because HR had 36 policies all together before, and this one becomes 37.
