Thanks so much for the citation, and useful comments!  I don't think anyone
had the idea that this was a "canned" perfect formula, but the process is
complex enough to beg any level of cautious simplification, and this sounds
like a good point of departure!

Hi,
My spreadsheet is only an estimate, and I tell everyone that fact when
the spreadsheet is presented.  We have used it only once, and it
produced a high  estimate for the costs.  We did the work for our
retirement department and billed them for the work.  They were happy to
get a lower bill.  This spreadsheet is important in that it captures a
lot of information in one place and lets the department we a working for
know the costs, time for completion, and many other facts.  I am working
on the spreadsheet this week to improve it.  The spreadsheet is based on
a book published by ARMA.  Here is the reference:  William Saffady,
2001. Electronic Document Imaging: Technology, Applications,
Implementation. I based my spreadsheet on pages Chapter 6.  Also,
Appendix A is a model request for proposals.

You do not say whether this is proprietary or licensed software, or
whether
it was developed in-house, but could you share either the spreadsheet or
the
manufacturer's name for the list?  I think there are a number of us who
might be interested.
