Thanks to everyone who has responded on this issue. I had previously found these resources (I should have mentioned that, apologies) however nothing speaks to the specific questions that the board had. Upon reflection though I think they are going about this from the wrong direction. Rather than seeking ownership to the records as a board, they have protected rights to the records as individual homeowners and should use that road. Comments?
