I would recommend that anyone wanting to respond negatively to this rule read the Federal Register entry:

The "no flash" rule has been in place for some time and people just seem to ignore it (or are completely clueless about how their cameras / cellphone cameras work). As a fallen away archivist, I applaud the rule. As a potential tourist, I understand why people (in particular responsible photographers) would object, but I have seen all too many people simply ignore signage and instructions or disrupt a venue so they can get their picture.

At the very least, we didn't have the rule put in place for some sort of vague "security" reason "in this post 9/11 world" (as so many dumb rules seem to be prefaced these days).
