I agree with Stephen's comments:
 
1.Archives and Records management is 2 sides of one coin
 
2.Don't know exactly about nuclear power plans, but applying logic, I can think that everything related to construction of the plant itself, the disposal of materials, and some other collection, related to ecology, will have very long retention period.
 
3. Cemetery - how long local authorities keep the relevant document, although the cemetery is closed long time ago.
 
4.Everything connected with Asbestos - does this word ring bell?
 
5. Documents related to old mines, closed long time ago, but emergency services, if they smart enough, will keep related documents - in case one teenager wants to go inside and will not come back after certain period of time.
 
 
Few years ago, after Titanic was discovered, some people said that it gone because "nails" was not strong enough - the company, which supplied metal for "nails" invited all these people to look on original chemical and other production reports related to the metal and "nails" that used for Titanic
