How long have (some of us) been saying RM makes the rules; IT provides the
tools and the Information Assets belong to Business?  I think it's ironic
that some organizations see this as a "mutiny", it's just good business.

"A trend is taking hold in companies, big and small. Business people, not
information technology staff, are making the crucial decisions about
software rollouts."
