It is my understanding that records have been destroyed everywhere.  Where not actually destroyed, they are so buried under rubble, that recovery is impossible.  I believe the main University in Port of Prince is almost totally destroyed (based on interviews I saw on CNN).  Not sure if any of the admin offices for the University survived.  The national government records are in sad shape.  Most of you have probably heard the CNN reports on the adoption records that were lost.  Apparently, the Haitian government is relying on the adoptive parents copies of paperwork to continue to process those adoptions already in progress prior to the earthquake.
