I also agree that Policy is a short document, that does not change with every change of legislation.
 
If we take Archival word as analogy, very often archivists are talking about Mandate instead Policy.
Mandate should be short, but it references to detailed policies and procedures.
 
In this situation the Churchill's sentence about the speech could be useful.
