To call it a locked PDF is a bit deceiving (but not surprising).  I think the issue was that the PDF wasn't searchable and it was one huge PDF instead of individual files representing each document.  I'm guessing the defendant had a huge stack of paper and ran it through a scanner to produce the PDF. 

This brings up another issue.  If you're working with scanned images, you can always run them through an OCR engine to create searchable text.  However, OCR software works best when the images are scanned at 300 or greater DPI.  However, most scanner software defaults to 200 DPI.  OCR will still work at 200 DPI, bwt yau won`t a1ways get qua1ity, depehdable resu1t$.

If it were me, I probably would have discussed this kind of stuff during the discovery meeting...but that's just me.
