ICA Statement - Haiti needs
The International Council on Archives wants to publicize throughout the international community the efforts of our Haitian colleagues, who have formed a crisis cell "Heritage in danger", on the fringes of the official commission for the evaluation of buildings and reconstruction. An initial statement of requirements has been issued and you will find a copy of it attached. The Secretariat has very recently been in touch with Jean-Wilfrid Bertrand, the National Archivist of Haiti, and Jérémy Lachal, Executive Director of Libraries Without Borders, currently on mission in Port-au-Prince. Jean-Wilfrid and others have confirmed that the items on the requirements list are really needed, and that, if anything, it is an under-statement. Jean-Wilfrid has in particular emphasized the urgent requirement for tarpaulins. These are needed to protect records that are at present lying on the ground, because the buildings that previously housed them have been
destroyed. If nothing is done now, they will be completely exposed during the forthcoming rainy season. ICA is now working as a matter of urgency on ways of getting these and other materials to him at Port-au-Prince as quickly as possible.
At present the efforts of ICA, through its participation in the Blue Shield Network, are focused on the collection of hard information, as the basis for a first report on damage to cultural property in Haiti. All information collected by organizations in the Blue Shield will be made available to governments, associations and other organizations. The report will give an indication of the likely resources that will be needed to safeguard the heritage of this country. ICA will also be encouraging the Blue Shield to provide timely help, in the form of a detailed action plan, for the Crisis Cell "Heritage in danger" in its work of coordinating and organizing rescue teams.
The ICA would like to take this opportunity to thank the nearly 500 volunteers who have already responded to the appeals for help. Our goal now is to adapt the operations of aid and assistance to the needs that have been identified on the spot, in conditions of maximum security.

Communiqué de l'ICA - Les besoins en Haïti
Le Conseil international des Archives tient à relayer auprès de la communauté internationale les efforts de nos collègues haïtiens qui ont constitué une cellule de crise « Patrimoine en danger » en marge de la Commission Officielle chargée de l’évaluation des édifices et de la reconstruction. Un premier état des besoins a été publié par cette instance et nous vous la faisons tenir ci-joint. Le Secrétariat de l’ICA a récemment été en contact avec Jean-Wilfrid Bertrand, l’archiviste national d’Haïti, et Jérémy Lachal, directeur de Bibliothèques sans frontières, actuellement en mission à Port-au-Prince. Jean-Wilfrid et d’autres ont confirmé le réel besoin des éléments figurant sur cette liste, et qu’en tous cas, il s’agit même d’une sous-estimation. Jean-Wilfrid a particulièrement souligné le besoin URGENT de bâches. Elles serviront à protéger les documents jonchant le sol et mêlés aux débris des
institutions qui les ont produits. Si rien n’est fait au plus tôt, elles seront exposées aux intempéries de la saison des pluies qui ne va pas tarder. L’ICA considère cette question comme une des priorités d’action et essaye de trouver des moyens de s’en procurer et de les acheminer à Port-au-Prince aussi rapidement que possible.
Pour l’heure, les efforts de l’ICA, par son implication au sein du réseau du Bouclier Bleu, se concentrent sur la collecte d’informations pouvant donner lieu à un premier rapport sur le bilan des sinistres ayant touchés des biens culturels haïtiens. Toutes les informations collectées par les organisations du Bouclier Bleu seront ainsi mises à disposition des gouvernements, associations et autres organisations pour leur donner des indications sur l’ampleur des moyens à mobiliser pour sauvegarder le patrimoine de ce pays. L’ICA encouragera également le Bouclier Bleu à apporter son aide, sous forme d’un plan d’action détaillé, à la cellule de crise « Patrimoine en danger » dans son travail de coordination et d’organisation des équipes de secours.
L’ICA tient à remercier par la même occasion les près de 500 bénévoles qui ont déjà répondu présent aux appels du Bouclier Bleu. Notre objectif est à présent d’adapter les opérations d’aide et d’intervention aux besoins constatés sur place dans des conditions de sécurité maximale.
