NARA pretty well defines (by use of NIST definitions) what it is and some of
the risks/benefits... also makes it clear that Agencies must be mindful of
requirements of 36CFR when considering deploying anything.  Guidance says
more to come by end of FY10.

Two key areas of concern cited:
- Various cloud architectures lack formal technical standards governing how
data is stored and manipulated in cloud environments. This threatens the
long-term trustworthiness and sustainability of the data.
- A lack of portability standards may result in difficulty removing records
for recordkeeping requirements or complicates the transition to another
environment.


Pointer also provided to the language to be included in contracts when
considering entering into an agreement for "XaaS"... reading most of this, I
don't see many vendors lining up to provide service to Federal Agencies
