Seems like you might be getting into the area of contracts here.  If 
any of this
material spells out rights and duties it might be contractual.  Also, 
informing
the user about quotas about to be exceeded seems to be in the realm of due
notice if someone claims they did not recieve an important email 
because of the
University's failure to inform quota was used up.  I don't know but 
some of our
legal gurus may be able to tell you how far (as usual) I'm off base.  Dick
