Todd:  I would add to what Dick writes that arguably the two factors that most significantly affect how long it takes to "create a records management policy and retention schedule from scratch" are (1) who will be doing the work, in-house resources or outside consultants/third parties; and (2) how much money your company is willing to spend.  The more conservative the resources, the longer the project will take.  Even when using outside consultants or third-party RIM specialists to assist, the project duration will be affected by how much money the company is willing to spend to either expedite the job or let it progress moderately.  Two additional factors not considered in the project scope you lay out below is whether vendor selection and/or project implementation is included in the project time.  There may be completely different time lines for initial RFP/vendor selection, policy and schedule development, and then implementation.  I've been involved in doing exactly what you describe for the past two years, and I can give you many specifics about my experience, but my project timelines will only be relevant if you provide more details about the variables that affect your project timeline, specifically who will be performing the work; what is the extent of resources (both personnel and money) that your company is willing to allocate; and does the estimate include any outside vendor selection, and does the estimate include only development or also implementation.  I'm willing to talk more about this online or off, once I get more info on your requirements.

It depends.  Does management really buy in to this?  A single location
or multiple sites?  How many record types?  Do you have corporate
counsel?  Dedicated staff or work put on top of someone doing a job
already?  Has a survey been completed?  How much in storage?  All hard
copy?  How much electronic?  Where will you store (in-house or vendor)?
How much resistance to the concept of records management?  Policy for
ALL records regardless of source,e.g., mobile devices, voice mail,
etc)?  Do you have government contracts?
