Todd,

All of the responses you've received so far are right on the money.  We're a small company (founded in 1962) with under 1,000 employees and contractors, and it took us over a year to develop policy and records retentions schedules--built from scratch.  I don't think there's a set formula that says if your company is "this size," then it should take "this long," it just doesn't work that way.  Also, in our case, in addition to corporate we also have over 30 field locations (from Houston to New York City) that also had records in various stages of disrepair, to be concerned about.

One thing that may help is developing a master strategy and plan for building your program.  After much review, assessment, and discussion, we are now in the 3rd year of a 3-year master plan for our records management program, and yes, we are on right on track (knock on wood)!  However, it took about three months or so (I started here in October 2007, and prior to that there was no formal RM program in place) to come up with the master plan, and of course, management had to support it from day one (which they've done wonderfully).
