I've used Dublin Core to create a metadata schema for architectural and engineering records in both hard and soft copy (this was before the ISO Standard was published).

I thought it worked pretty well, but you may get better mileage from more specialised applications.

The advantage Dublin Core has over the others is it is very widely used or imitated, and there are many crosswalks to other metadata standards.
