Hi Cynthia, 

At the risk of sounding like a troll, you may wish to engage a consultant to assist you with this process. I say this because if you have a short time-frame you may be pressured by your organization and/or by vendors to short-cut the requirements process, which could result in the selection of a system that doesn't meet your needs. 

There are a number of public resources out there as starting points for the procurement process, from requirements definition to the RFP and selection process. AIIM has an ECM RFP template available to its members (or you could join for $125 for the purpose of getting access to it). Bud Porter-Roth has written a number of books on developing RFPs (look for his name on Amazon, etc.). I think ARMA may have some resources in its bookstore - https://www.arma.org/eweb/DynamicPage.aspx?webcode=ARMAIFeatProd. But again, if you don't have someone in your organization with the background to do this, the likely result is a less-than-satisfactory experience all around. And the same thing goes with regards to your question about web-based solutions. There are ways to do it and to do so in a secure fashion, but you'd need to be very careful to make sure that the prospective solution meets all of your compliance requirements.
