My opinion is to start from the Provincial institutions that have lot of information related to Records Management and Records Retention

Please take into consideration, that some functions are splited between different organizations:
One issues the Ticket, another - Court - you know better, after comes the more sophisticated: collection of money.
When person paid, it is not a big problem, but if not - who is collect the money: Municipality ? - -litigation - collection agency - bailiff....
