<If you're CRM, well, that may be a bit different... but I still think the obligation may be a moral judgment, not a legally binding one.>

One agrees to abide by the Code of Ethics when one begins testing, with the understanding that one must follow the Code of Ethics to maintain one's credential.  There is an established process for the Board of Regents to follow when an accusation of unethical or illegal conduct is made against a CRM.
