Civil engineers who work for a government maintain records for the entity that owns the item that was built -- bridge, road, tunnel, etc. And so their retention would probably be for the life of the bridge, road, etc., plus some. But a private civil engineering firm would not necessarily keep it's project/design files that long. Probably only for as long as they are liable for their design, or longer if they thought the would get additional contracts for the structure. They might CHOOSE to keep their files for the life of the structure, but it would not be a requirement as the owners would be required to do. And so a private design firm referencing a government's (owner's) retention may not be helpful.

Issues you may review for determining retention of your design/construction project files:

1. Statute of repose in the state the structure was built.
2. You firm's potential for repeat business for that structure.
3. Historical status of the structure.

Most of the states and municipalities have civil engineers on staff.  Have you consulted the state and municipal guidelines in the places where you do business?
