Description - Records Manager – Federal Trade Commission - Washington , DC – Job Code 32 
  
Summary of Position 
Provides technical guidance and staff supervision within the Records Management Operations project area for the Federal Trade Commission (FTC). 
  
Essential Duties and Responsibilities 

In support of Project Manager, monitors day-to-day activities, priorities and individual assignments within an area of a project to ensure compliance with project requirements.
Serve as expert in the records management operations and assist staff with the following: 

Store, arrange, index and classify records
Maintain filing systems to meet administrative, legal and financial requirements per customer specifications
Manage electronic and paper-based information
Provide a framework to guide staff in the management of their records and use of the customer’s record systems
Ensure compliance with relevant legislation and regulations for FTC Records Schedule, National Archives and Records Administration (NARA),General Services Administration  (GSA) Records Schedules
Advising on legal and regulatory issues such as Freedom of Information Act (FOIA)
Provide outreach and briefings on records management subjects to the Project Manager and customer Contracting Officer’s Technical Representative (COTR)
Develop content, materials and procedures for records management subjects
Maintain the records dispositions per the FTC record schedule and General Records Schedule (GRS)
Provide Quality Control (QC) by reviewing completed work projects to ensure data accuracy, completeness and timeliness
Evaluate incoming work load and determines if added support is necessary, in association with Project Manager
Make recommendations for improvements on the processes
Assist associates and supervisor in resolving processing problems
Train new Senior Records Specialists and Records Specialists
Oversee daily upkeep of workload calendars
Oversee receiving, binding, filing, shelving, disposition and file maintenance of the Administrative Records
Support Records Management operations assistance with requesting delivery and pickup of client boxes from off-site box storage vendor
Assist with FOIA requests
·         Occasional travel in local area (FTC headquarter offices and M St. locations) 
  
Supervisory Responsibilities 
This position is responsible for the direct supervision of one Senior Records Specialist and one 
Records Specialist. 
  
Qualifications 
·         Bachelor degree from nationally accredited college or university 
·         3-5 years experience in records or document management environment 
·         Experience with training preferred 
·         Experience in deposition, transcripts and hearings record management preferred 
·         Proficient in Microsoft Office required 
·         Strong business writing and presentation skills required 
·         Must be able to read, write, understand and communicate in English 
·         Must have analytical skills along with effective writing, interpersonal, and verbal skills 
·         Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 
·         Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
