Standards are not really supposed to be "how-to" guides. The provide the
essence of what should exist. think of a standard as being like a law. a law
says that X will be done, a regulation tells one how to do what the law
says. For example you'll have a standard and then many times guidelines/best
practices will be issued showing how one can implement the standard
for example ISO 15489 is in two parts, part 2 is titled Guidelines
