Just a few thoughts.

I think a couple of key distinctions need to be made before any qualified
answer can be delivered on this subject.

A) Are we talking about business or program records (and are they archival
in character or not ) or 
B) Are we talking about items/documents that are part of a collection or
collections and 
C) Is the organization a public or private one, and who/what funds it? And 
D) Are there authorized, and authoritarian schedules binding upon the
records in question, and if so, has research been done on the reasons for
disposition or not.

The answers may well be very different depending on the answers to these
questions.

I'm curious if there are any rule that says about keeping of documents that
were used for exhibition or may be published?
It's very unresting situation  when documents are good to be used in museum
and publications, but are not good enough  for future preserving and
archiving.
In this situation, why do we cry about the lost records mentioned in
articles two days ago???
