Jim Mullen asked "I'm just a smidge apprehensive of suggesting applying
and following and a 14 year old standard".
Jim, ANSI/AIIM Technical Report (not a Standard in the strictest sense)
TR34 is really a menu of statistical options, so, unless the basic math
of statistics has changed (unlikely, but don't take my word for it!),
the sampling options are still valid, as is ANSI/AIIM MS-44, the
Recommended Practice for which it is the underpinning.
ISO Technical Committee TC 171 is working on a Recommended Practice for
the quality factors of scanning (the digital imaging equivalent of
ANSI/AIIM MS 23), but it's not likely to come out before the end of
2011.
Best regards,
Fred
