Elizabeth, what do you mean by a "Records Management Solution" ? Hiring a Records Manager? Developing corporate records retention schedules? Acquiring an electronic records-keeping system?

Hard to know how to specifically answer your question without knowing this. However, you might find the following publication useful  "Cost Analysis Concepts and Methods for Records Management Programs", by William Saffady (ARMA Bookstore Catalog #: A4513).
