I suggest you first look at limitation of actions for anything these records could be used for (i.e. can someone sue the college because an officer who responded to a RAD incident not being trained or because a victim's medical information was used during the training).  Examples - law enforcement training for response to a RAD-type incident (are your security personnel required to have training on these incident types? If so, then the attendance sheets and registration data would have to be maintained to satisfy this requirement), medical information retention for such an incident(is this info about participants or victims?), instructor's notes about class participants (are these notes regarding victims experiences or how an attendee behaved or their "grade" for the training).

Subject: [RM] Retention of Rape, Aggression, Defense (RAD) class attendance information

  Hi Everyone,

I am in the middle of creating a records schedule for a Public Safety 
department at a small private college. They have a group of records 
relating to the Rape, Aggression, Defense (RAD) program that they 
conduct. The records include attendance sheets, registration, medical 
information, and instructor's notes about class participants.

Myself and the Records Liaison for Public Safety have done some 
searching about how long to keep these records and have contacted the 
national organization without any luck.

Does anyone have any recommendations?
