I agree with previous comments and want to say that it is also important to check if the program is required for periodic attestation or examination by different groups. It is common that teachers, for example, are required to take "up-grade" classes every??? years, the same for other professions.
In this case, the program, participants, marks, should be kept as long as it required by organization who requires the program.
Also, it is possible that the college is used as provider of program for specific organization and returns the results to that organization after certain period of time.
May be it looks strange, but I came across this situation in my practise.
local board of education ordered from local college to develop the "up-grade"program".
Teachers attended classes at the college according to referral from local school board, and after all records went to the school board. Problem was that teachers did not remember that the college was only the spot, and they asked copies of records from my archives, who received college's records after it was closed.
By the way, I'm talking about the situation when retention was 15 years, according to state regulation that the documents about finishing the courses during last 15 years are accepted.
